Enterprise as a vehicle for service
Bula Volita measures success beyond profit. Impact is built into programme design rather than added afterward — identifying and removing the barriers that prevent women, youth and persons with disabilities from participating, and designing deliberate pathways for them to take part.
Four levels of impact
- Individual — skills, leadership, employment, income and opportunity.
- Family — economic security, stronger leadership and intergenerational opportunity.
- Community & Vanua — livelihoods, market access, resilience, stronger coordination, disaster-preparedness and responsible stewardship.
- Institutions & the Pacific — stronger organisations, better systems, inclusive development and Pacific-led solutions.

Our model contributes to SDG 8 (decent work and economic growth), SDG 5 (gender equality), SDG 10 (reduced inequalities) and SDG 13 (climate action).
What we track
Rural producers supported · employment created · people trained · leaders developed · organisations strengthened · communities reached · income generated for participating producers. An annual impact and performance report is published each year.
